As the RMC / RTM Directors board, you act as the Applicant ("Responsible Entity") for the Cladding Safety Scheme. You serve as the "Project Client" with ownership of the project objectives and ultimate authority over its success or failure. Without RMC / RTM oversight, funding may be jeopardized, cladding remediation could be delivered months late with poor solutions, flats remain unmortgageable without a clear plan in place, and capital costs may increase due to unforeseen risks. Volunteer RMC / RTM directors are tasked with overseeing a daunting multi-million pound project fraught with complexity, and as a lay-client you could be tempted to step back and assume all responsibility can be delegated to your professional Delivery Team. To your detriment, the Delivery Team then 'marks their own homework', has an easy ride, moves at their own pace, and isn't challenged to implement the best solution for you. To truly succeed, I advise that certain project responsibilities should remain with you the RMC / RTM Directors.

RMC / RTM Director tasks and responsibilities:


And here are 20 typical tasks and responsibilities during the pre-construction stage of a Building Safety Fund or Cladding Safety Scheme application that RMC & RTM Directors should retain responsibility for:


1. Project initiation;

2. Strongly challenge if remediation is even required e.g. in context of PAS9980 and EWS1;

3. Quality check your PAS9980 FRAEW as they often have errors, omissions and poor quality;

4. Define project objectives – see the tree analogy image above;

5. Develop a brief, define Employer's requirements and tender for a Lead Consultant;

6. Review Lead Consultant proposals, appoint Delivery Team, manage scope and contracts, understand fee structures, contractual risk allocations and pros/cons.

7. Manage project budgets, anticipate funding shortfalls, and develop funding strategy;

8. Set deadlines, monitor progress and approve time extensions;

9. Receive regular updates from Delivery Team and ensure accountability on progress;

10. Oversee project phasing, scope split, and delivery strategy and consider scoping remediation as several separate projects depending on funding strategy;

11. Maintain pressure on Delivery Team regarding price, programme and risk management, including delivery of cost savings and value management;

12. Request, manage, and approve scope changes affecting time, cost, or objectives;

13. Approve consultant's payment requests and manage contract disputes.

14. Ensure all viable options evaluated and project risks identified with their impact;

15. Facilitate collaboration where multiple companies appointed (again see tree analogy);

16. Comply with CDM Regulations 2015 Client duties.

17. Challenge decisions and ask probing technical questions instead of assuming the first solution proposed is the best;

18. Liaison with leaseholders, freeholder, managing agent, insurer and others as appropriate.

19. Determine Managing Agent's involvement and delegation for this project, which may require a separate agreement. NOTE, MA involvement is often a hindrance.
